To determine whether privacy concerns associated with Facial Recognition Technology (FRT) can be effectively addressed, this report is structured to identify and evaluate how factors such as the implications of mass surveillance, the scale of data vulnerabilities and identity risks, and the challenges posed by accuracy and bias influence the ability to safeguard individual privacy amidst the technology’s proliferation. Furthermore, this report will review these different factors, evaluating their interrelationships and potential severity, to conclude whether current and proposed mitigation strategies are sufficient to effectively address the core privacy issues raised by FRT. Finally, this review will consider recommendations for the responsible development, deployment, and regulation necessary to balance the benefits of FRT with the fundamental right to privacy.
